普選宗旨,立場及建議

(一)必須全民參與, 自由參選, 全民篩選, 公平競選, 一人一票選出大多數人支持的候選人, 否則不能稱之為 “普選”.

(二)若必須依據基本法笫45條, 強行依賴一個說明是廣泛代表性, 但事實並非有廣泛代表的小圈子, 以及不為全民信任的提名委員會, 進行篩選, 是嚴重違反該條例的真義, 及破壞公平自由的選舉.

(三)針對依法透過有廣泛代表性的提名委員會, 必須擴大至有下列全民各代表:

並依下列程序運作:
(A) 公開由全港選民自行選擇合適的界別進行登記, 只限1種選擇, 重複作廢.
(B) 各界別所有登記合格的選民, 透過公開攪珠進行抽選50名代表, 經確認及
(C) 故提名委員會的委員人數為40個界別 x 50人= 2000人, 為需付出時間協
(D) 各參選人需在這有廣泛代表性的提名委員內, 取得最少300張提名人票支
(E) 再參加由全港合資格選民一人一票, 真正普選出的新一屆特首.

普選第一步:

各合資格選民盡快透過報章表格, 影印或在互聯網上載職界表, 剔取合適的界別,連同個人簡單資料, 郵寄至本黨特用郵箱 (沙田火炭郵箱41,全民在野黨李慨俠收,信封需封口及信封面註明界別種類,任何信件必須能識別有郵戳,以便進行界別分存及封存.)

普選第二步

在指定日期截止郵寄界別表後的第14, 將公開進行各界別的抽選(信件原封), 抽選才打開信封及核對資料, 並向公眾展示, 在每界別抽出足夠的人數後, 需同時再以抽出的先後次序, 抽出20位為後補人士, 以便在抽出的正選人士, 有拒絕或放棄時補上.

普選第三步

各界別被抽選人士, 在指定日期內抽空3天協助普選的提名步驟:

第一天: 聽取成為提名委員會的委員權益, 義務及使命, 分發1張提名人票,及安排會見媒體,

第二天: 聆聽各參選人的政綱及背景, 可透過質詢及對話,加深了解各參選人.

第三天: 在指定時間內, 將手上的提名人票, 交與自己認為可協助所代表的界別,及能為該界別爭取利益的參選人, 並即場點票, 揭曉各合資格的參選人,按比例不會超過6.不論出現任何情況,最少必須由得票最多的首3位自動成為合格的候選人

普選第四步

各合資格的候選人, 正式進入競選階段及接受全民普選.

( 普選附件 )

(1) 各界別人數平均以1000人有1位代表, 若個別界別出現人數不足, 而另一界別人數眾多, 則將人數不足未用的配額, 撥予其他人數眾多的界別, 若出現有多個眾多人數的界別, 則採用平分方法進行分配.

(2) 為更有效統計準確及公開界別的人數, 各市民只須付HK$1.00(1)的郵費, 切勿付全費, 以便郵局協助計算需補付多少餘額, 以便向公眾交代清晰的數據. ( 歡迎市民為此作出補助的捐獻! )

(3) 所有收到的郵件, 將租用特別地方, 24小時接受公開監察及由保安人員看管, 直至截郵後第7天的首個星期日,在全民監察下分點各郵件, 在完成後的笫1天上午11:00, 邀請40位未來主人翁(小學六年班學生), 協助抽選各界別的提名委員會成員, 全程均公開及錄影.

總結: 這是一種非常公開, 透明, 平等及廉潔的普選方案,是真正可透過非暴力,簡單參與而真正牽動全民行使公民權益的切身體驗.所以大家必須珍惜, 這個比任何以各種暴力,非暴力或激烈抗爭,更為有效的普選方法,因這裏有明確的行動安排及進程, 只要透過生活中的郵遞方式,便匯集不可反駁的事實理據,成功爭取令中央無法抗拒妙法, 除非有比這系統更完美的設計, 能令市信服, 尊重及接納, 否則是一種專橫高壓的統治政制!

The purposes, standpoint and suggestions about Universal Suffrage

1. All citizens in Hong Kong have to participate, freely andequally. One people have one vote to elect the candidatethey support, if not, it can not be regarded as Universal Suffrage.

  1. If we are urged to elect depending on a narrow circle which is ostensibly universal but essentially not, or a Nomination Committee which is lack of people’s trust, it will seriously violate the true purpose of this article and destroy the fairness and freedom of election.

  2. According to the law, a broadly based representative Election Commission must include representatives from various circles of society. Including but not limited to:

Each person can select one category according to his or her own Situationwithout making a repeated choice.

And start to operate following the procedure below:

  1. Publish the categories which all voters in Hong Kong can choose to register. Each person should only select one category, and the repeated ones are invalid.

  1. Then make a public election of 50 representatives from all qualified registered voters in each categories, by stirring-bead lottery machine. With the consent of the candidates themselves, they become committees in Election Commission once confirmed. If there is someone who give up or refuse to hold the post of committee, continue the public election procedure till enough representatives have been elected. It is significant and effective to preventing any manipulaitions from any political parties, avoiding black politics, and eliminating corruption and fraud behaviors by random selections via stirring-bead lottery machine.

  1. Thus, the whole number of committees in ElectionCommission is 1,900. Every committee is entitled to a special allowance of HK$10,000, since they have to spend time to providing aids to the Universal Suffrage.

  1. Those candidates who can obtain more than favoring 300 votes from the universal representatives in Election Commission are entitled to become the qualified candidates.

  1. One qualified voter in Hong Kong have one vote to elect the new Chief Executive of Hong Kong.

Schedule of Universal Suffrage procedure

Step one:

All qualified voters should fill in the registration form printed on newspapers, or uploaded on internet. Select only one category, and posted it accompanied with their simple personal information to our party’s dedicated mailbox.(沙田火炭邮箱Number 41 mailbox; Addressee: People out of Parliament Party, Mr Lee) Specify which category to select on the envelope, and seal it. Ensure every letter have postmark, so we can make classifications and archive it.

Step two:

On the fourteenth day after posting the applicant form, we start to select the letter, open the envelop to verify the information, and show to the public. We will also select 20 candidates on the waiting list after selecting adequate representatives from each category. If someone refuse or give up to become the representative, we may find a substitute on the waiting list.

Step three

All qualified representatives elected from each category have to spend three days to give assistance to the nomination procedure of Universal Suffrage.

First day: Listen to the rights, obligations and missions as being the committee in Nomination Commission. Every representative will receive a vote, and be arranged for to meet the media.

Second day: Listen to the backgrounds and political programs of all candidates via questioning or talking, which can lead a deeper understanding of candidates.

Third day: Give the vote to the candidate who can fight for the interests for the category he represents within a specified period. Then count the votes at the scene, and publish the results. Qualified candidates will not more than 6 in proportion. Whatever the situation, at least the tope two persons who receive the most votes are entitled to become qualified candidates automatically.

Step four:

All qualified candidates begin to enter into the formal election campaign and accept the election by all voters.

  3. All the information submitted is confined to the use of Universal Suffrage. The information of elected representatives will be checked. As for the information of those who are not elected is top secret, we will destroy it openly.

Attachment about Universal Suffrage

  1. In principal, there is 1 representatives of1,000 people averagely in each category. If number of people in some categories is adequate, while in other categories is inadequate, give the excess quotas of the inadequate categories to the adequate ones. The excess quotas should be averagely allocated among all adequate categories.

  1. In order to count the number of people in all categories accurately, every citizen need to spend only HK$1.00 as postage. Don’t spend the full amount of postage, thus the post office can calculate exactly how many shortfalls need to pay, and reveal the true data to the public.

  1. All letters received will be stored in a special place under guarding and supervising 24hours a day. All letters will be respectively counted under the supervision of the public on the first Sunday after 7 days after the deadline. Then at 11:00am on the first day after finishing the counting work, invite 40 future masters(namely pupils in sixth grades) to help us elect representatives. Of course, the procedure is open and will be recorded by shooting.

Conclusion:This is a open, transparent, equal, and uncorrupted mean of Universal Suffrage, which is able to attract all the citizens to participate in and exercise their civil rights, both practically and simply, without violence. We have to cherish it because it is more effective than any other violent protests, with clear arrangements and schedules. As long as using this simple mean by mailing, we can collect unanswerable factual basis, effectively prevent the central government from denying the facts. It must be a kind of coercion if we cannot find a more perfect substitute design about Universal Suffrage which is convinced, respected, and accepted by all citizens.

What’s the mean of our party’s name, People out of Parliament Party? It means all the citizens out of parliament, including you and me. If people out of parliament are denied, so is the precious value of our lives. The desert sand is small, but it is. More people produce greater strength , more logs make a bigger fire.People out of Parliament can not lack you.
